Anchorage - Petropavlovsk-Kamchatsky
Anchorage was established in 1914 as a railroad construction port for the Alaska Railroad, which was built between 1915 and 1923. With an estimated 279,243 municipal residents in 2008, Anchorage is Alaska’s largest city and constitutes more than 40 percent of the state’s total population. Anchorage’s largest economic sectors include transportation, military, local and federal government, tourism, and resource extraction. Large portions of the local economy depend on Anchorage’s geographical location and surrounding natural resources. Petropavlovsk-Kamchatsky is the capital and largest city on Russia’s Kamchatka Peninsula and the second largest city in the world that is unreachable by road. The city was found by explorer Vitus Bering in 1740 and named after his two ships, the St. Peter and the St. Paul (Petropavlovsk = Peter + Paul). It is a port city on the Avacha Bay and surrounded by high, snow-capped mountains and volcanoes. Russia’s largest submarine base, the Rybachiy Nuclear Submarine Base, is located across Avacha Bay from the city and is still used by the Russian Navy. This city of roughly 200,000 residents is the principal entry point for travelers visiting the peninsula and has a well-built tourist infrastructure to cater to tourists who wish to do anything from wildlife viewing to bear hunting to paragliding. The city of Petropavlovsk-Kamchatsky is interested in developing effective measures for improving energy conservation among local businesses, residents, and government offices. Local officials are very interested in learning more about the latest energy efficiency technologies, the development and organization of a local energy conservation industry, and municipal and state programs in support of energy efficiency measures. During the municipla exchange, representatives of the City of Petropavlovsk-Kamchatsky, Kamchatsky Krai will visit the City of Anchorage to:

Acquire new knowledge on new approaches to municipal governance through site-visits, training and seminars;

Share ideas and experience on effective measures for improving energy conservation and energy efficiency technologies; and municipal and state programs in support of energy efficiency measures.

Develop partnership relations and a joint project between Petropavlovsk-Kamchatsky and Anchorage for implementation in the City of Petropavlovsk-Kamchatsky.
